The selection of teachers for State Award will be carried out in two phases- initially at District Level and finally at the State Level.
In the District Level, there shall be one District Level Selection Committee (DLSC) in every district for both Elementary and Secondary Education, constituted with the following members
i. Deputy Commissioner or his nominee Chairman
ii. District Elementary Education Officer Member
iii. Inspector of Schools Member Secretary
iv. Representative of Teacher (Two) Member (one each from Elementary & Secondary Education)
In the BTAD and 6th Schedule Area districts the principal Secretary of the Council concerned will be the Chairman.
The State Level Selection Committee (SLSC) both Elementary and Secondary Schools constituted with the following members;
i. Director of Secondary Education, Assam Chairman
ii. Director of Elementary Education, Assam Member
iii. Director of SCERT, Assam Member
iv. Principal, Banikanta College of Education Member
v. Secretary, SEBA Member
vi. Deputy Secretary Govt. Nominee
The District Level Selection Committee will select three teachers each from Lower Primary, Upper Primary and Secondary and send the recommendations to the Director of Secondary Education, Assam for placing before SLSC. The SLSC will finally select teachers for the State Award from the nomination list submitted by DLSC. The award will be restricted to 36 numbers, out of which 18 teachers for Secondary Education and 18 teachers for Elementary Education covering all districts including 6th Schedule and BTAD area districts

The teacher conferred with National Award shall be re-employed for a maximum period of two years beyond date of superannuation or till attaining the age of sixty two years whichever is earlier.
The teacher conferred with State Award shall be re-employed for a maximum period of one year beyond date of superannuation or till attaining the age of sixty two years whichever is earlier
